The model code is not the code.
Read against the code your jurisdiction actually adopted, not the model code. What a carrier owes turns on the edition a specific city or county adopted and the amendments it made — not on the IRC as published, and not on the edition in force one county over.

What verification means
Three things, before a single line gets cited.
Which authority governs
City, county, or state — whichever actually has jurisdiction over the address. These disagree more often than people expect, and the wrong one produces a citation a carrier can dismiss in a sentence.
Which edition is adopted
The adopting ordinance, its effective date, and the edition it names. A jurisdiction on the 2015 IRC does not owe you a 2021 requirement, and citing one is how a supplement gets thrown out whole.
What was amended locally
Local amendments add, delete, and rewrite. We read them for the chapters that matter to the claim and record what changed, so the citation matches the text a plans examiner would read.
Why this page exists
If a citation in your package is wrong, that claim is free.
That promise is only writable because of the work above. Anyone can quote the IRC. Knowing that the IRC in question was adopted, in that edition, at that address, on the date of loss — that is the product.
